Maryjane, Ganja, Weed, Smoke.   Why is Sessions intent on making it a criminal matter?  The answer is rather simple really.  Money.  Follow the money.

Huffington Post “States together spent somewhere around $3.6 billion enforcing marijuana possession laws in 2010, according to a new study by the American Civil Liberties Union, entitled “The War On Marijuana In Black and White.” That’s the authors’ “best estimate,” though approximations using different methodologies put the cost as high as $6 billion and as low as $1.2 billion.”

Enforcement means jail time, probably in a private prison.  The New Yorker https://www.newyorker.com/business/currency/making-profits-on-the-captive-prison-market,  In September of 2016 we were talking about phasing out private prisons.

Sessions holding includes funds that invest in private prisons along with other things.  But the man is a politician, and the Miami New times reports that the Boca Raton GEO group stands to make Millions if DOJ Feds crack down in states where the smoke is legal, for medical or recreational use.  The article goes on to say, “both Sessions and the Trump campaign have clear ties to GEO and its main competitor, CoreCivic (formerly known as the Corrections Corporation of America, or CCA), it's impossible not to view the directive as a gift to some of the most heinous corporate profiteers in America.”
